Deborah Kemper is the Executive Director at the San Mateo County Bar Association. She was promoted to the position of Executive Director after holding the Associate Executive Director position for 11 years. As the Executive Director she leads an organization that promotes the honor and dignity of the legal profession, educates its members, fosters the highest professional standards, encourages collegiality and maintains cooperation between its members and the judiciary, furnishes excellent indigent criminal defense, assists the public in accessing legal services, provides and recognizes public service as it relates to the mission, and advances the fair and effective administration of justice for all.
She has over 30 years of progressive management experience, including non-profit management, volunteer recruitment, fundraising, and financial management.
Deborah received her MBA from the California State University, East Bay. She has the ability to handle multiple projects, motivate others, work with a diverse population, and initiate and implement major programs. Deborah worked as the Office Manager at a CPA firm where she supplied comprehensive business/technical consulting services, including hardware/software planning and installation. She developed, presented and successfully instituted a marketing and service plan for acquiring corporate customers, as well as prepared various tax returns. Deborah also held the position of Vice President of the customer service department for the American Heart Association. She built a customer contact center that supported over 85,000 inquiries, pioneered the development of website content to reach new diverse markets and centralized the processing of over $40 million in donations.
Deborah volunteers her time in helping children and under-served populations, as well as mentoring and creating networking opportunities for others. She has served on the following organizations: San Mateo County Foster Parents Association, California State PTA, State Bar of California, CORA, the American Heart Association, and is currently serving as an Elder at Trinity Presbyterian Church.
Alma Robles is San Mateo County Bar Association’s Associate Executive Director. Her job functions include developing strategies, marketing plans, member/volunteer recruitment/retention and internal operations. As Associate Executive Director, she oversees the Lawyer Referral Service, Fee Arbitration/Mediation, Membership, and MCLE departments. She also serves as primary contact for members, committee and section chairs, volunteers, and other local bar administrators.
Alma began her journey with SMCBA in 2007 and was the organization’s Fee Arbitration Coordinator/Bar Services Assistant for over 7 years. She then returned in 2017 after holding the Mandatory Fee Arbitration Program Administrative Assistant position at the State Bar of California for two years. At the State Bar, Alma was expected to perform professional-level analysis, use technical expertise and understanding of complex analytical procedures, as well as administer the program and its functions.
Her 14 years of professional experience include data collection and evaluation, research and performance analysis, and legal/non-profit management. By being a member of the Executives of California Lawyers’ Associations (ECLA) since 2018, Alma has built a network and provides expertise and guidance to other professionals in the organization. ECLA is an organization of Executive Directors who run bar associations all over California. They share common issues, successes and participate in education about leadership and management. There is a lot of mentorships involved, with newer Executive Directors getting support and help as they enter the field. Alma is the current 2021-2022 President of ECLA.
Alma graduated with a BA in Criminal Justice and Minor in Business Administration from California State University, Chico and recently obtained her mediation certificate. Alma continues to further her career by attending professional development courses.
